245(i)
STILL A THREAT
...And
likely will be until the last hour of the last session
Our well-placed sources tell us that
Section 245(i)* could still be attached to an omnibus bill, or another appropriations
bill, or could still be passed as a freestanding bill up to and including
the very last hour Congress is in session this year.
Therefore, we recommend that you
not follow advice -- such as was sent around by one national organization
about three weeks ago -- to "STOP CALLING...Our side won...," just
because 245(i) had been removed form one appropriations bill in one
conference committee session. That organization did subsequently warn that 245(i)
might come up for a vote in another form, but let us emphatically add that 245(i)
could also return in the same form again before the end of the session -- that
is, attached to some appropriations bill.
Remember what happened with the 1990
Immigration Act which increased legal immigration by 40%! At noon on
the very last day of the 1990 Congressional Session the bill was defeated, but
it went back into conference committee that afternoon, and was passed
literally at the last moment of the last day of that Congressional Session.
The battle against such legislation is not over until Congress adjourns.
Therefore, continue calling
and writing and ask that:
1) neither 245(i) or any other immigration-increasing
bill be passed; and
2) Members support a moratorium on
mass immigration. Asking for a moratorium is especially important since, like
in 1990, 245(i) could appear in a form and manner which we do not now anticipate.
Asking for a moratorium covers all contingencies, and has the additional
benefit of putting great downward pressure on the numbers.
* 245(i) would legalize hundreds
of thousands of illegals now residing in the USA without adequate background
or medical checks.
