Bush Administration Plans to Give Illegal Aliens

Aliens Could Count Time Worked in Mexico
and Elsewhere
PLAN GOES INTO EFFECT UNLESS CONGRESS VOTES IT

Although our Social Security system is projected to be insolvent
in just a few years, the Bush administration is publishing a plan
to give American Social Security benefits to illegal aliens?!
Fortunately, we CCN activists have a remedy.
The Social Security Administration and the State Department have
drafted what they are calling a Totalization Agreement that provides
American Social Security benefits for former legal and illegal
residents of the United States now residing in about 20 different
countries. The Agreement would allow these aliens to count time
worked abroad in determining the amount of their U.S. Social Security
payments.
For example, the proposed Totalization agreement in the works
for Mexico could give away as much as 345 billion in Social Security
benefits in the next 2 decades to millions of illegal immigrants
who worked in the U.S. This proposal differs from the Totalization
Program already in place which restricts Social Security benefits
only to those people who worked legally in the U.S. for at least
10 years.
Worse yet, the Totalization Agreement with Mexico doesn't have
to get voted in by Congress! As long as Congress doesn't vote
it down, the program could become law, allowing illegal aliens
from Mexico the same benefits under Social Security as U.S. citizens.
Fortunately, there is a solution to save our decades of hard earned
Social Security benefits for Americans. H.R. 489, the Social Security
for Americans Only Act of 2003, introduced by Representative Ron
Paul (R-TX), and several cosponsors. "As the system braces
for a steep increase in those who will be drawing from the Social
Security trust fund, it make no sense to expand it into a global
welfare system," said Representative Paul. We agree.

We should be asking ourselves why we allow our levels of
immigration to stay at their highest in U.S. history during
this time of globally communicable disease and high terrorist
alert levels. |
During recent "Elevated" level Security Alerts our
government, while using the draconian Patriot Act to scour for
possible terrorists living here, has continued to allow potentially
dangerous individuals to enter this country under our lax immigration
policies.
The basic problem is the overwhelmingly large numbers. Annually,
1.2 million legal immigrants enter this country, making extensive
background and health checks by the Bureaus of Citizenship and
Immigration Services (BCIS, formerly the INS) nearly impossible.
As the National Commission on Terrorism found in June of 2000,
"The massive flows of people across U.S.
borders make
exclusion of all terrorists impossible."
Despite the Commission's conclusion, the massive flows'
continue. And you, our members, already know mass immigration
produces wage depression, increasing unemployment, increasing
taxes, environmental degradation, and infrastructure burdens,
yet Americans now face increasing national and health security
threats.
The security threats were already apparent -- earlier this year
non-Mexican terrorists were apprehended as they headed toward
the Mexican Border. Intended or not, immigration in huge numbers
threatens national security through long-term overuse of natural
resources, training the "built" infrastructure, and
now via disease.
Health Threats Increasing
Health threats from mass immigration:
1.) The Center for Disease Control reported that the incidence
of Tuberculosis among the foreign-born has increased from 22%
of the national total in 1986 to 46% in 2000 and that newer strains
of TB are antibiotic resistant.
2.) The CDC has also declared that the only cases of measles in
the U.S.A. since 1998 are in immigrants.
3.) And our porous borders leave us increasingly vulnerable to
severe acute respiratory syndrome (SARS). For example, a New England
woman recently brought home an adopted one-year-old child from
China who showed much more severe signs of Respiratory distress.
The child's adoptive aunt also came down with the disease while
everyone aboard the plane was exposed to the virus.
But properly screening 1.2 million prospective permanent legal
immigrants (out of, perhaps, three or four times the number of
applicants) is not feasible for the BCIS.
Why, indeed, are our levels of immigration higher than ever before
in our history in light of all these threats? The BCIS and BCIE
(Bureau of Customs and Immigration Enforcement) cannot function
correctly given the massive flow.
The Solution
Fortunately, enactment of two great bills would substantially
reduce these threats. Pushing a moratorium is essential because
we must send a clear message to Congress: No more mass
immigration.
A Moratorium Bill, The Mass immigration Reduction Act of
2003, H.R. 946, sponsored by Congressman Tom Tancredo (R-CO),
would substantially reduce the numbers. It would enact "a
moratorium" on many categories of immigration and strictly
limit others. On the other hand, bills pushing reductions in only
a few categories play right into the opposition's hands.
And Congressman Ron Paul's bill would take care of the Social
Security fiasco.
So write, fax, and telephone your Congressional Representative
and Senators to cosponsor H.R. 946 with an amendment
to reduce the amount of newly arriving immigrants from 1.2 million
per year, to a more sustainable level of 100,000 for five years
(the highest number which would allow the U.S. population to stabilize.

And urge your Representatives in Congress and Senators to
Cosponsor H.R. 489, the Social Security for Americans Only Act
of 2003, (Paul, R-TX) because:
1.) Our Social Security system is projected to be bankrupt in
just a few years and does not need millions of additional beneficiaries
contemplated in the Administration's plan;
2.) Social Security was designed to keep Americans out of poverty
during retirement not illegal aliens;
3.) We should not be rewarding illegal aliens who have broken
our immigration laws by giving them financial and retirement benefits.
By rewarding them, the U.S. only encourages more illegal immigration.
4.) We should not become liable for Social Security payments that
are tied to work done outside the United States.
Together, we can succeed just as we succeeded in beating back
the amnesty bills three times in the last session of congress!
